      "Moderate" Nationalists Reply to ETA's Charge that
      a Nationalist Sector is "Rotting" their Accord

      Baiona, Euskal Herria - August 31, 1999

      The following note was released by the leadership of the "moderate" Basque Nationalist Party (PNV) on August 30. The note replies to ETA's communique of August 29 charging that sectors within the PNV are "rotting" the Lizarra-Garazi nationalist accord for peace talks -- including the terms to which they agreed to prior the ceasefire.

      The so-called Lizarra Accord was signed by right and left wing Basque nationalist forces and Spain's communist-lead United Left (IU) on September 12, 1999. It was later renamed Lizarra-Garazi Accord to include signatories from the Basque provinces in France

      A Note of the PNV Executive about the last communique of Euskadi Ta Askatasuna (ETA)

      Without any disregard for a more adequate use of communication, the Executive of the Basque Nationalist Party, in response to the ETA communique states the following:

      1. That it does not accept the guardianship of an armed organization in the Basque political process.

      2. That once again [the PNV] proves with concern, that ETA sets itself up as the only political referent of the so-called abertzale left.

      3. That it is clear to us, that if there is something exhausted in our political scenario is the analysis and the speech of ETA.

      4. That ETA ought to have very clear that the day it gives up armed struggle, the PNV will owe nothing to ETA.

      Sin perjuicio del empleo de canales de comunicación más adecuados, el Euzkadi Buru Batzar del Partido Nacionalista Vasco en respuesta al comunicado de ETA puntualiza:

      1º.- Que no admite la tutela de una organización armada en el proceso político vasco.

      2º.- Que una vez más constata, con preocupación, que ETA se constituye en el único referente político de la denominada izquierda abertzale.

      3º.- Que está claro para nosotros, que si algo hay agotado en nuestro panorama político es el análisis y el discurso de ETA.

      4º.- Que ETA debe tener muy claro que el día que deje las armas, el PNV no le deberá nada.
